06 Aug Advancing Intellectual Property Finance in Nigeria: L&A Legal Consultants Hands Over New Framework to Creative Economy Ministry
New securitisation framework delivered to the Federal Ministry of Arts, Culture, Tourism and Creative Economy to unlock funding for creators
L&A Legal Consultants is proud to announce the formal handover of the report on the Development of Intellectual Property Commercialisation and Securitisation framework for Creative Industry in Nigeria to the Honourable Minister of Arts, Culture, Tourism and the Creative Economy, Hannatu Musa Musawa.
The project was commissioned by the Federal Ministry of Arts, Culture, Tourism and the Creative Economy under FMACTCE-AFREXIM Project on Improving the Protection of Intellectual Property in Nigeria. The Framework was developed by L&A Legal Consultants under the leadership of Prof. Adebambo Adewopo, SAN, and D. Olatunde Laoye, Managing Partner, together with a multidisciplinary team of experts, supported by the Firm’s lawyers and professional staff.
This report matters to the legal profession, the intellectual property and creative sectors, the financial services industry, policymakers, businesses, and the wider Nigerian economy. Today, many Nigerian creators and innovators hold intellectual property of significant value, yet remain unable to access formal financing against those assets.

The Framework addresses this directly. It sets out a clear process by which creatives can identify, protect, and properly value their intellectual property, and then use that value to access financing, whether through a loan secured against future royalties, a licence, equity, or, for larger portfolios.
The report establishes the principal legal regulatory and institutional architecture required for an effective IP finance ecosystem. The report is complemented by an accompanying Guidelines on IP financing and securitization that sets out the practical implementation framework for market participants.
This positions Nigeria within a broader global pivot towards recognising intellectual property as a financeable asset class. The World Intellectual Property Organization has, in recent years, worked to move IP finance from the margins into the mainstream, through its IP Finance Dialogues on securing loans with intellectual property, and its early pilot projects with financial institutions abroad. Nigeria’s Framework stands as a significant national contribution to that effort.
